LONDON, 23 APRIL 2026 -

The Independent Networks Co-operative Association (INCA) and the UK Wireless Internet Service Providers Association (UKWISPA) today announced a strategic alliance that brings together fibre and wireless trade bodies under a shared operational platform, while preserving each organisation’s distinct brand, governance, and membership.

The announcement was made at the UKWISPA annual member event and marks the first time the two trade bodies have formalised their working relationship to present a coordinated independent sector voice to Government, Ofcom, Local Authorities, and the broader market.

           Responding to changing industry realities

The alliance is a direct response to the conditions now facing the independent network sector. After a decade of rapid fibre build and wireless network expansion, the sector is consolidating. Financing conditions have tightened, and operators of all sizes are focused on operational discipline, customer take-up, and sustainable growth.

The premises still waiting for gigabit-capable connectivity are, by and large, the hardest to reach. Delivering to them increasingly requires the right mix of technologies: fibre where it works, wireless where it is faster or more practical, and hybrid approaches where the local conditions demand it. The independent sector has been saying this for some time; what has changed is the availability of licensed spectrum, which now makes gigabit wireless a credible and reliable option at scale.

At the same time, many Local Authorities are sitting on clawback funding that must be spent on connectivity projects, but lack the internal technical capacity to define, measure, and procure the right solution. The alliance gives the independent sector a coordinated route to help them.

           How the alliance is structured

This is a strategic alliance, not a merger.

Both organisations remain separate legal entities, each with its own brand, governance, and membership proposition:

           • Separate brands:

INCA remains INCA. UKWISPA remains UKWISPA. Both identities, and the distinct member communities they represent, are preserved.

           • Separate memberships:

There is no combined membership. Members of either organisation stay where they are. Where a member belongs to both discounts to be offered

           • Separate governance:

UKWISPA continues through its policy and advisory board. INCA continues through its co-operative governance with one member, one vote.

           • Shared operational platform:

INCA provides back-office services to UKWISPA under a shared secretariat model- invoicing, bookkeeping, membership administration, website and CRM support, communications, and event support; giving UKWISPA operational stability without compromising its independence.

           What the alliance will deliver

The two organisations have identified a set of early joint activities where coordinated action is expected to deliver greater value for members and the wider sector:

           • A joint approach to Local Authority funding.

INCA and UKWISPA will work together to help Local Authorities define connectivity problems in their areas and identify the most effective technology mix to solve them, unlocking clawback funding for projects that might otherwise go undelivered.

           • A shared policy platform.

Where issues affect the whole independent sector - rural and urban delivery, the hardest-to-reach premises, spectrum access, and infrastructure resilience; the two organisations will present a single, coordinated position to DSIT and Ofcom.

           • A combined event calendar.

Both organisations’ events, including UKWISPA’s technical meeting and awards and INCA’s flagship conference, will be coordinated to avoid clashes and create richer opportunities for members and supplier partners.

           • A broader independent sector narrative.

Fibre and wireless operators together tell a more complete story of what the independent sector delivers: competitive, resilient, locally relevant connectivity across the whole country.

Why the future is bright for the independent network sector

The alliance is not only a response to current pressures. It is preparation for an increasingly optimistic future in which independent operators are distinctively well-placed to lead. Modern, software-defined networks built in the last decade are ready to take advantage of AI-driven operations, predictive maintenance, and next-generation customer experience tools. Smaller operators with direct local relationships can deliver the kind of personalised, responsive service that larger incumbents struggle to match. And the agility that comes from being independent means new technologies, from AI to quantum-safe network layers, can be adopted at pace rather than stalled by legacy systems.

The independent network sector already represents a substantial share of the UK's fibre and wireless footprint. The next phase is about turning that footprint into enduring, customer-centred businesses that lead on innovation as well as competition. A stronger collective voice accelerates that.

The independent sector is at its strongest when it speaks as a whole. Fibre and wireless operators face common challenges: the hardest-to-reach premises, the need for scale, the shift from building networks to running them well, and the opportunity to unlock sources of funding for the parts of the country that still need it most. But we are also at the start of something genuinely exciting. Independent operators have the modern networks, the local customer relationships, and the agility to lead the UK into an AI-enabled, customer-centred future for telecoms. By working together through this alliance, while keeping our separate identities and memberships, we create the broader independent sector voice that backs both the here-and-now and what comes next"

“Helping INCA and UKWISPA members to work together will make the UK Government’s goal of ubiquitous gigabit broadband coverage in a timely and cost-effective way far more realistic. I am delighted to be a part of this next step which brings together some of the UK’s most innovative and agile telecoms providers for the first time. This alliance protects UKWISPA’s identity and technical community while giving our members structured access to INCA’s regulatory capability and a louder voice on the issues that matter to wireless operators. It is the right step at the right time, and I am pleased to be handing over operational responsibility to INCA with a meaningful transition period in place.”

UK WISPs are at a fork in the road with the advent of shared access licensing and expanded availability in the 26GHz and 40GHz bands. We’ve been innovating for years, and with our new 5G FWA platform – VectaStar NR – already deployed in North America, we’re keen to understand how we can adapt and refine this technology for the UK market.”

The membership will enable CBNG to engage directly with WISPA operators to better understand their business needs, technical preferences, and market challenges. As a result, CBNG will be able to better shape its strategy as it evaluates the development of new VectaStar NR variants optimised for UK deployment.

Monetizing content filtering – an easy and effective revenue boost for ISPs of all sizes

In a world of fast and stable internet, it is hard to stand out as an internet service provider. Even more given that the basic service margins are getting thinner. That’s why ISPs are continuously seeking innovative ways to increase revenue via value added services. Thankfully, content filtering is a popular service for both B2B and B2C customers, making it an attractive proposition even for smaller players in the market.

Diversify your revenue streams and start with an easy upsell

Content filtering presents ISPs with an opportunity to increase revenue per customer, making it a powerful tool for boosting profits. Smaller ISPs, with limited resources and time to invest, can especially benefit from content filtering as it is rather easy to upsell and it pays off quickly – basically with only a few B2B customers the ISP breaks even and can start making profit.

This low barrier to entry allows them to tap into an additional source of income without major investments, ultimately contributing to their overall financial stability. Moreover, the additional service to their customers increases number of touchpoints and strengthens the relationship between the ISP and the customer.

Variety of uses for different customer needs

Content filtering caters to a wide array of customers, from families concerned about the online safety of their children to businesses aiming to enhance productivity and security. Educational institutions, such as schools and universities, as well as public spaces like malls, can benefit from content filtering to maintain a safe and controlled online environment of their public Wi-Fi networks, while preventing misuse such as torrenting or cryptomining.

To cater to the needs of a wide selection of audiences, it is vital for the content filtering tool to have an easy setup with possibility of different policies. Only thanks to easy maintenance and smooth deployment can even ISPs with no staff to spare attract the right customers to the right service package.

Filter content on DNS level with Whalebone Peacemaker

An ideal way to filter content is via DNS resolution. After a simple setup, which takes just about an hour, Whalebone Peacemaker allows ISPs to set a number of policies with different content filtering functions. Then nothing stands between the ISP and the possibility to upsell their customers, or creating an integration to their website or portal, where customers can choose their package with content filtering as well.

Moreover, Whalebone Peacemaker enhances security of the ISP network via blocking out threats to the customers themselves on the DNS level, thus effectively getting rid of user-generated issues and the need to deal with customers who complain on unstable or slow internet (which they have caused since they have devices full of malware). On the top of that, Peacemaker offers deep insights into the ntwork's DNS traffic.

           Streamlined setup and integration

Implementing content filtering through Whalebone Peacemaker is hassle-free for ISPs and customers alike. The ISPs can either contact their customers, forward their traffic to different resolver and up the monthly fee, or they can create an integration to their website or portal and allow the customers to select their desired content filtering package there.

In conclusion, content filtering emerges as a strategic avenue for ISPs to maximize profits, enhance network security, and cater to a diverse range of customers. With its potential to increase revenue per customer and its ability to approach various market segments, content filtering offers a win-win situation for both the ISPs and their clients.

Smart home networking technology is revolutionising the way we live in our homes. With the ability to control and automate various systems, homeowners can enjoy a more convenient, energy-efficient and secure living experience. By connecting all of these systems, you can create a truly integrated home environment that meets your specific needs and preferences.

           Convenience

One of the main benefits of smart home networking is convenience. With the ability to control and automate various systems remotely, you can adjust your home’s lighting, temperature, and security from anywhere in the world using a smartphone or tablet. This means that you can come home to a perfectly lit and temperature-controlled house, or check in on your home’s security from anywhere, at any time.

           Energy efficiency

Another benefit of smart home networking is energy efficiency. By automating your home’s lighting, heating, and cooling systems, you can reduce energy consumption and lower your monthly energy bills. For example, you can set your heating and cooling systems to turn off when you leave your home and turn on again before you return, so you never waste energy heating or cooling an empty house.

           Home security

In addition to convenience and energy efficiency, smart home networking can also improve the overall security of your home. With smart security systems, you can monitor your home from anywhere, and receive alerts if any unusual activity is detected. You can also control your home’s locks and security cameras remotely, giving you peace of mind when you’re away from home.

The telecommunications industry in the UK is on the precipice of a major shift, dubbed as 'The Great Britain Switch Off', led by BT. This switch-off entails a transition from the legacy analogue telephone networks to the more advanced and efficient Digital Voice services.

As a leading association representing Internet Service Providers (ISPs), we at UK WISPA understand that this transition presents both challenges and opportunities for our members.

           Understanding Digital Voice

Digital Voice, also known as VoIP (Voice over Internet Protocol), is a technology that enables voice communication over digital networks. Unlike traditional analogue telephone lines, Digital Voice services utilise the internet or private IP networks for transmitting voice communication.

Some benefits of this technology include improved call quality, reduced latency, and increased reliability. As we prepare for the full adoption of this technology by 2025, we believe it's critical to equip our members with the right tools and knowledge.

           Addressing ISPs' Challenges

Our ISP members will face several challenges during this transition. These may include upgrading infrastructure, training staff on the new technology, managing deployment of new devices and ensuring minimal disruption for customers.

We're keen on facilitating dialogue and providing resources to address these challenges. In line with this, we're excited to announce a webinar on navigating the Digital Voice transition, where we'll dive deeper into these issues.

The shift to Digital Voice will profoundly influence customers, as it may require the replacement of their current analogue phones with digital counterparts compatible with the new system. ISPs will play a crucial role in this transition, providing essential guidance and support to end customers and ensuring the switch is smooth, causing minimal disturbance to their day-to-day activities.

The Role of Hardware in Digital Voice Transition

One of the areas we're focusing on is the choice of Customer Premises Equipment (CPE). Ensuring a smooth transition for your customers requires digital voice-ready equipment.

With features such as an integrated analogue phone port, the FRITZ!Box allows your existing end-users to continue using their current analogue phones during the transition, thus minimising potential disruption.

Curvalux Edge Node Active Antenna launched to UKWISPA Members

Curvalux, Gold Partner of the UK Wireless Internet Service Providers Association, introduced its revolutionary multi-beam phased array antenna RF system to members of UK WISPA on 5 November 2020.

Initially using unlicensed frequencies in the 5GHz band, Curvalux Edge Node is a disruptive multi-beam phased array antenna RF system which dramatically out-performs omni or wide beam sector antennas that are commonly used in terrestrial wireless networks today.

Curvalux uses a patented multibeam phased array beam forming technology to divide the wireless signal into many directed and tightly focused beams in two polarizations. The advantage of this technique allows for very high gain of both the transmit and receive signals resulting in much higher data rates, while requiring very low power consumption and providing much higher resistance to interference.

Curvalux beamforming antennas create 7-degree beamwidth beams with side lobe suppression of more than 20 dB which allow operators to benefit from dramatically reduced interferences when using unlicensed spectrum and high order of frequency reuse that increases the overall Edge Node capacity.

Richard Pak, Curvalux Group CEO, said “The Curvalux Edge Node is an open system which has been thoroughly tested and field proven with variety of legacy 5GHz access points, repeaters, and CPE´s in more than a dozen POC trials around the world, and is already being deployed by some of the largest global telecommunications operators to provide highspeed fixed wireless access and LTE offload. Introduction of the Curvalux antenna system into existing Wi-Fi 5 and Wi-Fi 6 networks currently operated by the UK WISPs will be a seamless integration which will not affect existing customers, but will dramatically increase the total capacity and performance (Mbps/Square Km) of their networks. By implementing the Curvalux Edge Node on top of existing FWA infrastructure, WISPs will considerably reduce their CAPEX and boost their customer base by being able to offer higher speed broadband access as well as extending the coverage and reach of the FWA networks in urban, suburban, and rural areas.”

UK WISPA Chairman, David Burns, pointed out: “I have been watching Curvalux very closely over the past few months and I have to say I have been astounded by the innovation that they have incorporated into their antenna system. This is unlike anything I have seen in our space before and I strongly recommend that operators find out more. FWA technology is becoming quite mature and it is rare to see such a step change in performance. The Curvalux antenna system simply connects to existing access points and transforms their performance onto another level”.

Nir Barkan, Curvalux UK CEO and Curvalux Group CTO, highlighted that “Curvalux has recently established a brand-new R&D centre in Sheffield which is equipped with a broadband access testing laboratory facility and has recruited a growing team of highly skilled engineers and experts from industry leading companies in RF and wireless technologies. Curvalux is very pleased to introduce itself and engage with UK WISPA members and would like to showcase its key differentiators to WISP´s who are looking at increasing their customer base with higher traffic capability, superior range and enlarged customer reach ability at the lowest possible cost”.

UK set for Terragraph multi-gigabit technology

UK homes and enterprises will soon be offered gigabit services built upon Facebook’s licensed technology called Terragraph

Terragraph technology was developed by Facebook Connectivity, a division of the social media corporation, whose mission is to bring more people online to a faster internet. Facebook Connectivity develops solutions and technologies, working closely with connectivity ecosystem partners such as service providers, equipment manufacturers and nonprofits to overcome the accessibility and affordability challenges facing global internet connectivity. Terragraph promises low cost broadband delivery at speeds of over one gigabit, with the potential for over 10 gigabits using license-exempt fixed wireless access (FWA) in the UK by the end of 2020.

Members of the UK Wireless Internet Service Providers Association (UKWISPA), have met with Facebook executives and officials from equipment makers Siklu, Radwin and Cambium to discuss service launches. They want to use this for license-exempt fixed wireless access (FWA) in the UK later this year. Siklu, Radwin and Cambium Networks are all set to ship products this year, UKWISPA added.

Facebook has been working on Terragraph for about five years and has conducted pilot trials with service providers in several countries using prototype equipment. Over the last couple of years, Facebook has worked closely with Qualcomm to develop this technology and has licensed it free of cost to a range of global equipment manufacturers. Facebook’s vision here is to create a robust, self-sustaining, standard (802.11AY) based ecosystem around Terragraph. This has enabled a range of UKWISPA members to release products in 2020, while others, such as MikroTik and IgniteNet, have been encouraged to commit to joining the community.

David Burns, chairman of UKWISPA, told Networking+ that the general rule with networking performance is to introduce the fastest speeds possible, “so gigabit speed is a very reasonable goal today” subject to affordability.

“Enterprises invest heavily in communications systems of many types and spend surprising amounts of capital and time investing in bandwidth management methods such as quality of service (QoS),” he said. “Investing in QoS is an admission that the enterprise has insufficient capacity at the right place at the right time. For example, ensuring vital voice services operate smoothly and cleanly at all times is an obvious imperative. But what if this is at the expense of other time and bandwidth sensitive applications that support remote workers?”

Burns added that VPNs and remote desktop services “are also very sensitive to the jitter and latency” typified by over-contended networks “and most QoS techniques crudely reserve minimum data commitment rates”.

He continued: “As more workers spend more time out of the office and as more internal and external meetings become online meetings, fast networks will become more important than having desks, chairs and an office to keep them. In the end, gigabit internet connectivity will be far more valuable and cost a lot less than the empty desks abandoned by home workers.”

“Facebook recognised that new applications require high speed connectivity and, with data consumption growing at an ever-increasing rate, the demand for broadband cannot be currently met with existing last mile technologies,” added Neeraj Bhatia, product manager at Facebook Connectivity. “With Terragraph, Facebook is creating a robust ecosystem to address this gap and serve under-connected communities faster and at much lower cost to service providers and end consumers. We have helped assemble a technology stack with a range of OEM partners, assisted with the specification of IEEE 802.11ay standards, and built an open ecosystem to realise the potential for mm wave technology.”

“Terragraph uses the wide spectrum available in 60 GHz frequency band to deliver multi-gigabit speeds and uses a unique mesh solution, based on OpenR, to overcome line-of-sight (LOS) challenges to achieve high network availability and reliability.” Burns said, “This method perfectly complements fibre build out,” where the Terragraph mesh fills gaps that would be expensive to install otherwise.

The Scottish Government today introduces the Scottish Broadband Voucher Scheme (SBVS) to fixed wireless broadband operators during a UK Wireless Internet Service Providers Association (UKWISPA) @Home Members Meeting.

Fixed Wireless Access broadband has been identified as the most economic and fastest way to deliver high speed internet access in some of the most challenging parts of the country. To extend superfast connectivity to reach 100% of premises as part of its R100 goal, the Scottish Government selected UK WISPA to host the industry briefing which attracted over 100 delegates from UK WISPA, INCA and ISPA.

David Burns, Chairman of UKWISPA commented, “UKWISPA warmly welcomes this initiative from the Scottish Government. Fixed Wireless Access broadband is an ideal solution for much of rural Scotland and our members will be working hard to connect as many properties as possible and to far exceed the speed target of 30 Mbps.”

The new SBVS is well suited to helping small local and community operators to build superfast networks in their areas. Today’s introduction to the scheme hosted by UKWISPA will help local fixed wireless providers subsidise the connections for the most difficult remaining properties in Scotland.

Burns added, “We would urge operators who wish to take part in the scheme to register as soon as possible for registration to be processed in time for the scheme’s full launch in September. In doing so, we believe the fixed wireless industry will have a key role in the success of extending connectivity to reach 100% of premises in Scotland.”

Becoming a key stakeholder in UKWISPA, Ofcom is recognizing fixed wireless as a mainstream broadband service to the public.

          Driven by Frustration

“In light of our current climate where remote working, education and socialisation has become the norm, the public are becoming especially frustrated with the lack of improvement to the broadband landscape. Much of this remote interaction is likely to continue past the COVID-19 crisis and, as a result, more help is needed to ensure that everyone receives the adequate bandwidth to suit this new way of life,” said David Burns, Chairman of UKWISPA. “UKWISPA members have been dedicated to doing so for decades, but the role of fixed wireless is now more important than ever. The recent support from Ofcom and surge in members, together with the release of next-generation multi-gigabit wireless systems are all key indicators of the vital role of Fixed Wireless in addressing the urgent need for better quality internet access for everyone.”

Ofcom joins the likes of Briant Communications, Voneus and GigaAir as recent new members of UKWISPA, taking total membership to over 100. To kick start their involvement, Ofcom is consulting with UKWISPA to include Fixed Wireless Access (FWA) broadband in their formal annual Connected Nations report. This puts FWA technology alongside fixed line, fibre and mobile connectivity as the primary connection options for homes and business.

There is, certainly, a pattern to this frustration, with more rural areas such as the rural north of England, Northern Ireland, much of Wales and Scotland suffering some of the slowest broadband speeds due to lack of network development. The issue is affecting both residential and corporate users and is becoming more problematic as the line between these two demographics become ever blurred in recent months.

“As a regulator, Ofcom sets the rules, allocates the spectrum and sets the policies for broadband,” continued Burns. “By joining UKWISPA, a symbiosis is created where wireless operators can affordably and efficiently improve their broadband quality whilst providing Ofcom with the valuable data required to roadmap a plan for improving connectivity nationwide. Collaboration is key to succeed in a mission of this scale, and we are excited to work with Ofcom, support operators and provide better broadband to rural and suburban communities.”

The UK Wireless Internet Service Providers Association (UKWISPA), the official trade body recognised by UK authorities for the high-standard delivery of internet access services, reveals it is “peak time all the time” for network traffic following a member survey at its collaborative @Home Members Meetings.

In light of the recent broadband picture across the UK, demands for data have sky-rocketed. Families and businesses have been forced to rely even more than ever on broadband access for work, education, and socialization from the safety of their homes. UKWISPA members provide fast, reliable internet access to over 100,000 consumers and businesses across the UK; over 85% of which are in rural or very rural locations, where weaknesses within the existing nationwide telecoms networks require urgent upgrade in order to support these unprecedented surges – making their service unique.

“Right now, the only way to socialise and work is online. This makes high-quality connectivity essential,” said David Burns, Chairman of UKWISPA. “Our members have recognised that this is not a short-term phenomenon and have risen to the challenge of upgrading their services to match the new-found demand and future-proof their infrastructures to cope with the data-traffic. Now more than ever, the nations need local broadband providers to cover the gaps left behind by years of under-investment in fast broadband. This is where UKWISPA members have stepped up to fill this vital role.”

Every network has a finite capacity which is being put under immense pressure as existing customers consume more data to support increases in use time and applications such as video streaming. As a result, service providers are increasing investments into network infrastructure to support the quality of service to existing customers. In order to meet the expectations of loyal customers whilst maintaining organizational growth by welcoming new ones, investments into additional backhaul capacity are essential.

Improvements to network capacity are especially vital in rural areas where people are most likely to reside in place of daily commutes to the city. UKWISPA and its members have been reactive in addressing this issue, with most WISPs already providing connectivity to the most underserved and challenging areas across the United Kingdom. By collaborating to share the cost of infrastructure, they are now going the extra mile to allow affordable upgrades which alleviate network strain and make remote interactions efficient and painless.

“Without a reliable network, thousands of people would not be able to work from home, forcing them into unsafe scenarios which are entirely preventable,” continued Burns. “By providing the nation with appropriate conditions for working remotely, we ensure that people are protected in line with UK Government guidelines which state that those who can work from home, should.”

“Collaboration has proven to be key over the last few months as service providers navigate new working conditions, ways of increasing network capacity and sharing infrastructure investments to deliver the best performance to its customers. UKWISPA members will continue to collaborate at @Home Members Meetings to share best practices to enable education, home working and socialization across the country when it is needed most,” added Burns.
